  • One of the objectives of the Consejos Comunales de Gobierno(CCG)/communal councils of government/ organized by Álvaro Uribe Vélez's administration in Colombia (2002-2010), was to encourage citizen participation. The ambiguity of these objectives is taken as our starting point. We decided to make an initial review of works where scenarios of citizenship participation in Colombia and other places in the world, have been studied and theorized. We also present a review of the active citizenship concept, which has been treated by different lines of thought in many contexts, including the citizen participation context. Three aspects were taken into account for the analysis of the CCG -as an example of the kind of participation promoted by Álvaro Uribe Vélez's administration-: a general exposition on the institutional development for citizen participation in Colombia; the characterization of Uribe´s administration; and an institutional design analysis of the CCG. Including the character of the Álvaro Uribe Vélez's administration participatory policy, the institutional participation tradition in Colombia, and the particular development of those Consejos Comunales de Gobierno, there are exposed some considerations and recommendations about the initiatives of the government around the citizen participation, at the end of the thesis.
