  • The relations of Colombia and Ecuador have passed through some obstacles until its final breaking in march of 2008. Those inconvenients came basicly from the spillover of the Colombian conflict on ecuadorian state and its population. Those spillover effects are three: the assent of the FARC on ecuadorian territory, the refugees and the fumigations of the Plan Colombia, which are explained at the same time by the Richard Milletts spillover effect theory. The breaking of the diplomatic relations, which has its origins in the spillover of the conflict and finally in the Operacion Fenix, unveils the opposition of the security visions between both states and allow the analysis of aspects like the neutrality that Ecuador has had with some limits and the efforts that this country has done to face those spillover effects.
