  • The main idea of this text is that the uselessness of programmatic vote (a type of vote that links some leaders in Colombia to fulfill their electoral program) must be severely criticized since a participative and deliberative understanding of democracy and from the point of view of the requirements of the law, and therefore resolved since the development of the guarantees already provided in the Constitution, as well as from the creation of new guarantees. In the first part of the text, corresponding to the theoretical framework of the research, I develope the issue of posible links between those who are subject to political power and those who hold this power in a democracy (basically representative mandate and imperative mandate). In the second part, after the normative description of the programmatic vote, a detailed review is provided of recall elections in Colombia, taking into account the latest legislative advances and empirical information. Also, the work includes a study of the correspondence that must exist between Development Plans of territorial regions and municipalities and electoral programs imposed by programmatic vote to the elected governors and mayors, and an analysis of the topic of control over the Administration since the idea of accountability. Finally, we have included a chapter that raises the possibility of considering the fulfillment of political promises as a subjective right.
