To the existence of an uncertain legal and regulatory framework, it has been identified some problems in the development of the role of supervision and auditory from the contractual view applied to organisms that belongs to legislative and judicial branches. It is relevant to do a comparative analysis of the adopted instruments inside each entity, so the problem of this research is raised from questioning the following: Do the self-regulation implemented by Legislative and Judicial Branch entities to control the contract activity in absence of a legal regulation, allow them to dispose of a proper legal framework for an adequate supervision exercise?
