The concept of effectiveness in Inter-organizational Networks has not been so much researched, although, it has a great significance in the network develop and sustainability. It is very important to understand this concept because when talk about network we refer to a group of more than three organizations working together to achieve a collective goal that benefits everyone in the network. This shows the importance of evaluating and analyzing this Inter-Organizational Network phenomenon in more detail to analyze which structure, forms of government, relations among Member States and among other factors influence the effectiveness and durability of the Inter-organizational Network. This research is conducted in order to propose an approach to the inter-organizational network effectiveness measurement concept. The work will focus on data collection and documentary research, which will be carried out in stages to provide the reader with greater clarity and understanding of the meaning of Network, Inter-Organizational network and Effectiveness. Finally the research will look at the Inter-Organizational Network Effectiveness.
