  • The 1951 Geneva Convention on the Status of Refugees has served as a legal reference for the construction of the International Regime for Refugees. However, it has been historically demonstrated that this Regime lacks comprehensiveness, given its limitation of legal protection to a series of very specific causes. Consequently, the Regime fails to protect those who are forced to immigrate due to environmental stress in their homeland. This article studies how, through the rise of climate refugees as an emerging category of refugees, the adoption of national legislations for the protection of this population, and the signing of the Relationship Agreement between the International Organization for Migration and the United Nations, a change in the level of legalization may occur through of the dimensions of organizational form, scope, and allocation mode, in order to include climate refugees in the International Regime for Refugees.
