  • The security of States, which has been central to the development of both global policies and the activities of international organizations and governments, has been the subject of recent reconceptualization of sociopolitical changes result generated by the phenomenon of globalization and the emergence of new threats.Despite the obstacles that have prevented permanently along the tempo consolidate a project linking all the countries of the hemisphere and particularly those south of the Rio Grande, various security approaches have promoted South-South cooperation in party led by Brazil, interested in promoting the integration of South American countries under the new model of open regionalism. This project, which keeps track of transnational threats and the existence of non-state actors, away from the hegemonic vision of the United States in which prevails the defense of territory by military means and coercive and is aimed at lobbying national without resorting to violent confrontations.
