abstract

  • Nariño and Cauca are two of Colombia´s departments highly affected by the armed conflict. The recent signing of a cease-fire with the Fuerzas Armadas Revolucionarias de Colombia (FARC) and the peace dialogues in La Havana are just the beginning of a journey towards the Peacebuilding (CP) processes which involves the continuous efforts of different stakeholders (government, private sector, civil society and multilateral agencies.) to achieve not only a negative peace but a positive peace. The support of entrepreneurship is a strategy implemented by the Government and by the stakeholders involved in the process of post-conflict, which aims to support the process of economic integration of victims and ex-combatants.This document is an exploratory study elaborated through a qualitative on the topic of entrepreneurship, institutions and CP in the departments of Nariño and Cauca. A methodological strategy called Stakeholder Matrices was used to graph the institutional influence on the decision making and implementation of the stakeholders on reforms or policies about entrepreneurship and Peacebuilding in these two departments. In this investigation was found that i) in general, government institutions of Nariño and Cauca are extractive and limit the participation of society; ii) the stakeholders of civil society, despite of having some organization and voice are not able to generate more influence than at local or community level; iii) the gaps left by extractive government institutions tend to be filled by inclusive institutions of the private sector actors and multilateral organizations.
