The aim of the present dissertation is to analyze the effects of the transference of international aid for development in the consolidation process of the State of Somalia. This help arose as a public policy during the Cold War and its exploitation depended on the conflicts and the interests of the powers of the time. During the 60´s Somalia received millions of dollars that undermined the state-building process because these transferences did not depend on the country´s performance on economic, social or political issues. The Somali State controlled by General Siad Barre, turned into an institution whose one and only aim was the fundraising of the aid and its control the only way to assure survival. The clashes between clans to achieve the control of the State led not only to its collapse but also to the beginning of the longest anarchy period that a modern State has witnessed
