  • Digital skills have become an indispensable tool for the productive development of people in both learning and work spaces. However, digital vulnerability has ended up affecting the stock of digital skills that people possess, which in turn has led to a mismatch between the skills offered by workers and the skills that employers actually demand, giving way to the formation of the human capital gap in the productive sector. In this sense, in recent years there has been a need to understand this phenomenon in order to articulate public policy strategies to mitigate its effects on people's lives and, in general, on the labor market. It should be noted that Colombia has not been unaffected by this context and, therefore, it is essential to know the magnitude of this gap in the national panorama. However, in the country there is no a methodological tool that allows to know the level of digital skills that people have and consequently, the supply of these skills is unknown compared to the level of demand, which is why this consultancy has as main objective to develop a methodological tool to measure the level of digital skills that people have both in the stage of secondary education (grades 10 and 11) and in the labor market. For this purpose, a conceptual framework is formulated to establish the theoretical and operational bases from which it is possible to establish a solid measurement structure; additionally, a data analysis is provided to contextualize the digital situation in the country, to finally develop a methodological instrument formulated in the form of a survey that responds to the main objective.
