The traditional role developed by some NGOs at the negotiations of the WTO Conferences, where they address their grievances and expectations about some issues of the established agenda which may affect the interests of some sectors of the global civil society they represent, has changed as of the Seattle Summit of 1999, allowing them to evolve in a process of mellowing and strengthening, which was visible at the Cancun Summit of 2003.
