The characteristic of water as a fluid that flows describes the scope of the public, being something that is not static, but takes different levels and definitions depending on the context. In the case of La Laguna -a community aqueduct in the municipality of Melgar Tolima- autonomy, self-management and being within the urban or rural areas determine the public nature of water; likewise, control is fundamental in the governance of the same to determine who has the right to supply.
