  • This investigation refers to the population of San Jose de Apartado, victim of armed conflict by the rivalry between rebel groups seeking to gain territorial control, due to the economic interests, because it’s a region rich on resources and is geostrategically located. The population is in a humanitarian crisis and has caused forced displacement for more than 50 years. The conflict was exacerbated since the arrival of the paramilitaries in the 90s, these in apparent collusion with the Colombian military forces. This situation led to civilians under an initiative to organize nonviolent civil resistance to reject the conflict and demand respect for human rights. They declare themselves as a Peace Community on March 23, 1997, which created an atmosphere of discontent and reprisals by armed groups. The settlers were obliged to look for aid and support from external actors such as NGOs, with the ability to mediate for the victims and bringing the case to the international level, so that from the relevant international institutions exert external pressure to the Colombian government, demanding repair and protection for victims. This case draws on the Interamerican System of Human Rights.
