Dean of the Faculty of International, Political and Urban Studies (2018-2025) . Colombian diplomat and Doctor Honoris Causa in Law and Jurisprudence from the Nueva Granada Military University in Bogotá - Colombia. He belonged to the Colombian Army between 1954 and 1981. He served as Ambassador of Colombia to Cuba (1998-2010), Ambassador of Colombia to the OAS (1990-1994), Minister of Foreign Affairs (1986-1990), Ambassador of Colombia to the Panama (1983-1986) and Ambassador of Colombia to the United Nations (1994-1998).
