abstract

  • In Colombia, the Association of Indigenous Cabildos of Northern Cauca directs an economic project to achieve food and territorial sovereignty of the Nasa people. To what extent is this project anticapitalist and antineoliberal? The following text is the result of an investigative effort to study the nature of this struggle in its opposition to the capitalist and neoliberal dynamics represented by the agroindustrial extractive production model. Our intention was to approach the economic and social project of NASA from a contextually located theoretical point of view, understanding t his as the proper contextualization of their project within the conflicts over land use, armed conflicts and the different development models socioeconomic present in the northern territory of Cauca. We use Polanyi (2011) to understand the relationship bet ween hunger, the development of capitalism and neoliberalism. Tilzey (2017) and Stock et al. (2014) contribute to our theoretical framework the concepts to understand the relationship of the struggle of the Nasa communities with neoliberalism. We analyze the role of the NASA project in the middle of the war of the illegal armed groups for the control of the territory and the drug business, as well as with the objectives of the Peace Agreement signed by the Colombian government with the FARC guerrillas in 20 16 We conclude that, although the NASA project adapts to capitalism, its social notion of progress focused on strengthening the countryside, deconcentration of ownership and use of land for food production; its implementation at the national level could be important to achieve territorial peace, promote economic development, guarantee national food sovereignty and stifle criminal uses of the national territory.
