  • The approach to public security management is transversally influenced by how the media portrays the causes of crime and proposes a solution from the State's action. In Rio de Janeiro, the political discourse on violence poses a dichotomous vision of how public activities should be approached. Thus, this graduate work analyzes the media framing of crime and State action in the favelas of the Metropolitan Area of Rio de Janeiro between 2018 and 2019 in the web portals Folha de Sao Paulo and G1 Rio. It also presents a time analysis of how events influenced media framing. The collection of information was done through the extraction of information from the internet through scrapping and was analyzed in light of the framing packages proposed by Katherine Beckett (1990) and adapted for the Brazilian context by Pedro Barreto Pereira (2018). The research finds that in the period of analysis a punitive framing predominated, from which public policies of armed intervention are legitimized. However, as of 2019, there is a growing trend of framing that focuses on the violation of civil rights by the armed bodies of the State
