This research proposes an analysis of the challenges that the system of public procurement and contracting faces in Colombia, from the creation of the National Agency Colombia Compra Eficiente in 2011. The emergence of the Agency represents one of the most important strategic bets regarding turned-contractual matters in the country derived from the legal, technical and international requirements, that represent a major topic of study for Political Science, to the extent that it demonstrates the collision of administrative solutions and legal frameworks to address the structural problems of the purchasing system and the governmental procurement in the country. Thus, the interest of generating greater value for money in public procurement as a means of optimization of resources emerges as an attractive way to approach to public affairs, which at the same time leads to a profound questioning concerning the development of the State's procurement policies.
