  • Objective: To assess the State Social Enterprises Management Plans and their relation with the people in charge into a case study. Materials y method: They took seven management plans from public hospitals in Colombia. Then, they assessed the professional profile of the people in charge and their performance in areas of administrative and financial management, care or clinic as the main components of the management issue. Results: Most of the professionals in charge of the PGG belong to the health area (85%) and on 132 indicators evaluated, the managers showed a maximum performance level of 75% in the PGG. Discussion: Even when the study reveals a satisfactory fulfillment (75%) of the PGG by the managers, especially, compared to the legal requirement, these PGGs are true monitoring agents, they are control elements and they can be more financially objective than the traditional financial analysis. They fight against the user´s idea of no timely provision of services, even though the indicators showed a 100% compliance in the processes of accessibility and opportunity for health care. Conclussion: The administrative and legal professionals are not frequently respsonsible for the PGG (just 15%). Predominance of health professionals as PGG`s makers comes with weakness also. It was demonstrate low capability performance of health managers about administrative matters, they met efficacy 23.4% compared with 40% required in the administrative and financial area of PGG.
