  • The Colombian Family Welfare Institute (ICBF) coordinates the ‘Administrative Process of the Re-establishment of Rights’ (PARD), which aims to restore the dignity and integrity of minors whose rights have been violated, threatened or neglected (ICBF, 2016). Among other things, the PARD is expected to reduce the probability of those entering to the ‘Adolescent Criminal Responsibility System’ (SRPA). The purpose of the present Capstone project is to measure the Impact of being attended by the PARD upon the probability of subsequently entering the SRPA as a teenager”. The empirical strategy for this evaluation included two alternative matching methodologies being implemented for data processing and estimating the incidence of PARD upon the probability of entering the SRPA was estimated on the matched sample. Results indicate that those who entered to PARD are 0.3 percentage points more likely to enter the SRPA than those who don’t, which implies a 20% increase in said likelihood. However, it was also found that those who are admitted into the PARD for substance abuse, threats and neglect are more likely to enter the SRPA than those who are admitted for any other reason. Evidence is presented to show that about 1 in 4 who entered the PARD registered a new request for the re-establishment of rights, on average four years later, due to physical or psychological violence and, in some cases, due to the same reason that first led to the PARD. These individuals were also more likely to enter the SRPA. Based on these findings, policy recommendations are offered for the improvement of the post- discharge follow-up procedures from the PARD.
