The morphological results of the Social Housing Program Ciudadela Desepaz are characterized by the disarticulation and low functionality of urban space. This urban condition does not result from a lack of comprehensive planning, as the Municipality of Santiago de Cali showed the intention to develop a portion of well-articulated city, but rather a set of issues of the processes of urban management that were carried out in this program. From a judicious investigation of these processes, and morphological analysis of each one of the projects that made up the Ciudadela Desepaz, there were identified 6 main urban management issues that cause that the original intention of the municipality could not materialize.
