The implementation of electronic procurement processes takes advantage of technological advances in the management of information and telecommunications in order to increase efficiency and effectiveness of government procurement processes and transparency of themselves. In that sense, this research will focus on analyzing whether, under our legal model, electronic administrative procedures as functional equivalent of the traditional administrative procedure, allows the simplification and streamlining of procedures in the recruitment process that advances Public Administration, allowing the realization of the principles of equality, morality, efficiency, economy, efficiency, speed, impartiality and publicity
