The present work performs a descriptive analysis of strategic planning and its incidence in the capacities of the Colombian State, in order to do so, revision of literature was necessary on the following subjects: planning, strategy and the concept of State. The document develops the conditions that make the relationship between strategic planning in the State and its evolution in the national context, and on the other hand it relates the capacities of fiscal collection and the provision of public goods, with the processes of strategic planning, for which the four government’s periods are reviewed from 1998 to 2014.
