  • This document evaluates the effect that the establishment of mobile brigades had in different municipalities of the Colombian territory on the number of victimizing events that occurred, compared to those municipalities that did not have the presence of mobile brigades. This was one of the most important actions of the Democratic Security [PDSD] policy in order to protect the civilian population and fight against insurgent groups. For this exercise, the difference-in-difference estimator is used when the treatment is variable over time, since the mobile brigades were created in different years during the entire period of democratic security (2003-2010). Although the mobile brigades were established in the territories most affected by the conflict, the results show that those municipalities where the mobile brigades settled had no effects on the victimizing events compared to those municipalities where patrols were not included by the brigades
