The following study is develop for the sugarcane sector in the municipality of Santana- Boyacá, located in the Hoya del Río Suarez, a place where the production of the sugar cane is the most important economic activity in the region. The aim of this study is to formulate a strategy in order to strength this sector. The study explores various factors about the current situation of the sector, with the application of the matrix model and developing different surveys to producers and consumers. After the analysis of the information, we present and evaluate the alternative, which entails the implementation of forms of cooperative as a solution. Cooperativism is defined as an opportunity for improvement because through teamwork and with the effort of different actors, the sector will achieve benefits such as brand recognition, better working conditions, stable prices and innovation opportunities. The proposed solution to unify farmers and producers consists of the establishment of a fund of panela, responsible for maintaining standard prices for producers and protects them from the volatility that characterize this sector. The cooperative will organize and coordinate the producers, and will ensure the marketing and promoting the consumption of panela in the municipality of Santana, Boyacá.
