Thesis
The phenomenon of informal sales in public space has been recurrent in the city of Bogotá. The unemployment rate, poverty rates and other series of circumstances have become a catalyst for street sales as an alternative for subsistence. The lucrative use of public space has caused the clash and confrontation of different interests and rights, such as the interests of informal vendors in public space and of the citizen who circulates through it; and the confrontation between the right to public space and free movement, the right to work, the right to a minimum of life, among others. The district mayor's office, through its different entities, has the responsibility of formulating policies that respond to the needs and problems that this phenomenon raises, hence it is possible to identify actions with this objective in each administration. The development of this document aims to carry out a cost-efficient analysis of the public policy instruments implemented by the 2016-2019 district administration to address the phenomenon in question. One, the document identifies the main approaches that have been given to street sales based on the policies in the mayoralties of Luis Eduardo Garzón (2004-2008), Samuel Moreno (2008-2012), Gustavo Petro (2012-2016), and Enrique Peñalosa (2016-2020).
