  • The purpose of this degree work is to analyze disaster risk management processes in Campo de la Cruz, a small town located in the southern part of the Department of Atlantico, during the 2010-2011 rainy season. Canal del Dique’s rupture on December 30th, 2010, allowed a non-small quantity of water to enter the department, flooding Campo de la Cruz and affecting it in a 100%. Recent Colombian laws about disaster risk management serve to contextualize what has been done in the country, recognizing that its real application has been done effectively after the disaster this work analyzes. The cities’ land use planning and other main characteristics are introduced to continue analyzing theflood consequences and effects over the city. The floods affected not only Campo de la Cruz inhabitants but also its territory, especially because it wasn ́t prepared and it didn ́t have the necessary tools to mitigate and avoid risks. The objective is to identify those local planning tools that allow disaster risk management to be implanted in the territories as a public state policy, where the preventive approach dominates the reactive one.
