  • The relationship between administrative and environmental law facilitates different theoretical reflections that can be applied to specific problematic cases. One of the greatest challenges of the modern State has been the emergence of the regulatory State translated into the role of the State in the market economy. Over time, it has been recognized that regulation can have social objectives such as the environment. This research invites to construct a notion of environmental regulation based on the current state of the regulation to analyze the problem of poor air quality caused by ground transportation. In addition, it aims to understand the possible interactions between environmental regulation and the governance model within the framework of the implementation of the 2030 Agenda and its Sustainable Development Goals. This study has a methodological foundation of an integrated approach in which the deductive-inductive method is used and mainly of a dogmatic-documentary type. It also contemplates the use of a statistical tool for some analyses of the Sustainable Development Goals (SDGs).
