Rapid population growth that has been concentrated in cities, brings different urban planning challenges in an age of digital transformation. In order to respond to these challenges, the concept of Smart City was born, as an integral vision of the city, oriented towards sustainability and efficient resource management, leveraged in the use of Information and Communication Technologies. Despite the progress that Colombia has made in this area, working towards innovation and technological developments that seek to benefit its inhabitants in different areas; it is currently in a state of relative backwardness with its peers in the Latin American region. The lack of organization and long-term planning, as well as the lack of knowledge and little integration between the objectives of the different entities and of the public and private sectors, reflects that the country has no clear route to become a Smart Territory. Therefore, it is necessary to develop a policy that strengthens the implementation of Smart Cities in the country, working hand in hand with the private sector and local governments, and having the citizen as the center of the initiatives, seeking to improve the Colombians quality of life.
