  • This paper reflects on: the origin of royalties and their legal framework, the context, the effects of decentralization, convergence, equality, management and administration, equity and social progress, possible failures in their distribution, redistribution, externalities that are involved in this process such as corruption, identified gaps and reflections on what the National Government has sought with its policies within the framework of the Social State of Law, in order to determine the characteristics of management and the constitutional factors that allow to improve equity and social progress under conditions of good administration as well as constitutional and institutional factors that promote good management. With the above, it is expected to answer questions such as: Why does the manager matter? How does it matter? External factors that limit or impel? And, which constitutional elements help to improve the administration? All of the above, to establish how equity and social progress are product of proper management of royalties.
