Colombia ratified the United Nations Framework Convention on Climate Change (UNFCCC) through Law 164 of 1994, and the Kyoto Protocol as its first instrument of implementation through Law 629 of 2000. Thus, Colombia progressed in the development of necessary regulations to implement the Clean Development Mechanism (CDM) as regulated under the UNFCCC during the first period of the Kyoto Protocol from 2008 to 2012. Furthermore, the country began to record and document the progress of actions undertaken to mitigate and adaptto climate change through the elaboration of the First and the Second National Communications on climate change in 2001 and 2010. These documents aim to inform relevant stakeholders in the country and to facilitate decision-making on climate-related issues by different actors in Colombia. The third and most recent national communication was published in 2017.
