  • This doctoral thesis discusses the challenges that exist today to build an integral vision of development within the rural populations that inhabit the Páramo de Santurbán, this under the difficulties brought about by the process of delimitation of the páramo and the consequent prohibition of agriculture. For this purpose, the theoretical framework concerning the concepts of global governance, governance for development and environmental governance are initially analyzed through a qualitative research approach. Subsequently, the state of the art of the progress made in the implementation of the Sustainable Development Goals is studied from a critical perspective in terms of their participatory and democratic deficit, as well as their implementation under a soft law instrument, and the latter are combined with the concept of rural development, creating an analysis from an integral approach to development. Finally, by means of a quantitative and qualitative content analysis, including the use of the AtlasTi tool, the theoretical postulates and the state of the art, as well as the normative status, are contrasted with the field work carried out with the inhabitants and officials involved in the Santurbán Paramo, particularly in the area circumscribed to the municipality of Cacotá in Norte de Santander, Colombia. The study concludes that the Sustainable Development Goals are not modifiable, but that it is possible to reinterpret them in subnational territories. It also concludes that it is essential in these processes to guarantee high levels of participation and to include governance networks.
