abstract

  • The year 1867 was an important one in the politics of the United States of Colombia. The two factions of the Liberal Party reached the zenith of their rivalry, which had been brewing, at least, since the Civil War of 1859-1862, where both groups found themselves in an alliance to overthrow the conservative government. The discrepancies between both parties were related both to the way in which federalism had been implemented with the Colombian Constitution of 1863, and to regional aspects, the latter being enhanced by the country's regionalism and the federal model itself. In this work I seek to present the regional aspect of this crisis, to make its magnitude visible, along with the significance and political implications that it had during the Rionegro federal period (1863-1886). To do this, I will explain what happened in the crisis in the different states of Colombia, adding to this a review of the conspirators in the 23 May 1867 coup d'état, the central event of the crisis; and the Cundinamarca crisis of 1868, closely related to the national conflicts of the previous year. The analysis will focus on the issue of public order in the federation, as this is one of the causes of the crisis and the one that played the most role in it. It is concluded that the political crisis was a moment of change, both in the political panorama of the Republic, as well as in the agendas and rivalries of the different factions of the country, in addition to being an important moment for the debate the debate on Colombian federalism. Also, it is stated that this process was experienced in different ways in each state, with this being altered by aspects such as the political rivalries existing in the different subdivisions of the country.
