This work was conducted within the framework of the agreement between Universidad del Rosario and the Bancolombia Foundation as a graduate option for the Master's in Public Policy Economics. The document consolidates four deliveries, organized as chapters, where a series of monitoring and evaluation mechanisms for the scholarship and financial education programs offered by the Bancolombia Foundation. The research includes an extensive review of literature on the measurement of analogous programs and their impact, exploring current trends and internationally recommended practices. Furthermore, challenges and recommendations to improve the effectiveness and precision of the programs' follow-up and execution are addressed.
