  • The aim of this article is to highlight the main differences between the Victims’ Law and the Agrarian Jurisdiction bill in terms of actions, protections, and guarantees for the recognition of the agrarian citizen. A theoretical framework was developed based on three concepts: legal sociology, citizen participation, and agrarian policy. Additionally, a manual content analysis method of legal documents was employed. The development of the hypothesis was divided into three analytical categories: window of opportunity, citizen participation, and field of action, seeking to frame the differences between laws within the framework of recognizing the agrarian citizen. Finally, the following results are presented in terms of differences. Firstly, regarding the scope of the laws, due to the objectives of the governments; secondly, in terms of actions due to the nature and creation of the laws; and thirdly, regarding the guarantees for the legitimate recognition of the agrarian citizen.
