Construcción estatal en El Castillo, Meta: un estudio cualitativo de la relación entre la sociedad civil y el Estado alrededor de la labor de la Comisión para el Esclarecimiento de la Verdad, la Convivencia y la No Repetición
Thesis
This thesis aims to examine the effects of the social dialogue of the Colombian Truth, Peaceful Coexistence and Non-Repetition Commission (CCT) on the state building process in El Castillo, Meta, Colombia. The study analyzes the effects of the CCT's work and its implications for the relationship between the civil society (CS) and the Colombian state. The motivation for this research is based on the fact that state building proceeded gradually in the municipality of El Castillo. Furthermore, until 18 years ago insurgent armed groups strongly undermined the legitimacy of the state and its proper functionality. Taking this into account, it was not evident that the CCT – as an external state institution – could do its work without difficulty. To analyze this issue, the present work is based on qualitative interviews, which were used to test a developed hypothesis. This postulates that the successful work of the CCT affected the relationship of the CS and the State positively, which was confirmed with high evidence. Moreover, it was shown that the experience of the social dialogue had a positive influence on the state-building process. This is based on the empowerment of the civil society and its good experience with a state institution. Both are crucial points for strengthening the state´s legitimacy and functionality.
