Este proyecto tiene como objetivo analizar la relación entre la estabilidad de los derechos de propiedad y la disminución o aumento de los cultivos de uso ilícito, a partir de la combinación de métodos cualitativos y cuantitativos, que permita, (i) evaluar el impacto de programas estatales de formalización y sustitución en territorios específicos en la estabilidad de los derechos de propiedad y (ii) aportar a la comprensión del problema agrario y su relación con la producción de drogas en el país.El proyecto contribuye a analizar y recopilar información sobre los derechos de propiedad de predios rurales y su relación con el aumento y disminución de cultivos ilícitos, a partir de los los programas de formalización y de sustitución de cultivos de uso ilícito ejecutados desde 1994 hasta la fecha; es decir, haciendo un seguimiento a la implementación de las iniciativas que afectan los derechos de propiedad en el marco del los puntos 1 y 4 del Acuerdo de Paz. De este modo, la investigación pretende responder a las preguntas ¿Cuál es la relación entre la regularización de los derechos de propiedad y el aumento o disminución de los cultivos de uso ilícito en Colombia? ¿y ¿Cómo afecta esta relación a la asignación y estabilidad de los derechos de propiedad de tierras rurales?Con ello, el proyecto propone suplir un vacío en la literatura sobre la relación entre los derechos de propiedad y la existencia de cultivos de uso ilícito y formular recomendaciones de política para contribuir a la implementación de los programas diseñados en el marco de la implementación de los puntos 1 (Reforma Rural Integral) y 4 (solución al problema de las drogas) del Acuerdo de Paz.
The objective of this project is to analyze the relationship between the stability of property rights and the reduction or increase of illicit crops, based on a combination of qualitative and quantitative methods, which will make it possible to (i) evaluate the impact of state formalization and substitution programs in specific territories on the stability of property rights and (ii) contribute to an understanding of the agrarian problem and its relationship with drug production in the country.The project contributes to the analysis and compilation of information on the property rights of rural properties and their relation with the increase and decrease of illicit crops, based on the programs of formalization and substitution of illicit crops executed from 1994 to date; that is, following up on the implementation of initiatives that affect property rights within the framework of points 1 and 4 of the Peace Agreement. In this way, the research aims to answer the questions: What is the relationship between the regularization of property rights and the increase or decrease of illicit crops in Colombia? And how does this relationship affect the allocation and stability of rural land property rights?With this, the project proposes to fill a gap in the literature on the relationship between property rights and the existence of illicit crops and to formulate policy recommendations to contribute to the implementation of the programs designed within the framework of the implementation of points 1 (Integral Rural Reform) and 4 (solution to the drug problem) of the Peace Agreement.
