¿Cuál ha sido la evolución del derecho a la participación política en Colombia a partir de la adopción de la Constitución de 1991? ¿Cómo han sido utilizados los mecanismos de participación ciudadana? ¿Cómo han sido reglamentados e interpretados por las instituciones políticas y jurídicas del país? ¿Han contribuido a consolidar una cultura política democrática o, por el contrario, se han mostrado insuficientes para asegurar a la ciudadanía la posibilidad de ejercitar directamente la soberanía? Estas son las preguntas que este proyecto de investigación busca contestar.
How has the right to political participation evolved in Colombia since the adoption of the 1991 Constitution? How have mechanisms for citizen participation been used, regulated and interpreted by the country's political and legal institutions? Have they contributed to the consolidation of a democratic political culture or, on the contrary, have they proved insufficient to guarantee citizens the possibility of directly exercising sovereignty? These are the questions that this research project seeks to answer.
