El crimen organizado (CO) constituye una de las mayores amenazas a la seguridad pública y ciudadana en América Latina y en Colombia. Para atender a los retos que este fenómeno genera en el actual contexto de construcción de paz en Colombia, la Facultad de Ciencia Política, Gobierno y Relaciones Internacionales (FCPGRI) de la Universidad del Rosario e InSight Crime han unido esfuerzos para fundar el Observatorio Colombiano de Crimen Organizado, cuyo trabajo se ha planeado en torno a tres dimensiones: a) la realización de trabajo de campo orientado a monitorear las dinámicas cambiantes del CO en Colombia; b) en la articulación de la investigación aplicada y trabajo de campo en la generación de contenidos en los que se analizan los principales patrones y tendencias del CO en Colombia y su articulación con otras organizaciones criminales de la región; y c) el desarrollo de eventos de debate público con expertos internacionales en el área del CO, altos representantes del sector seguridad en Colombia y tomadores de decisiones nacionales y regionales. Se espera, a partir de la labor del Observatorio contribuir al desarrollo y la mejora de los indicadores del Objetivo de Desarrollo Sostenible número Instituciones sólidas, mediante la articulación de policy makers del ecosistema institucional de seguridad en Colombia y la región construir mejores herramientas para tomar decisiones más precisas y eficientes para contrarrestar los efectos del CO.
Organized crime (CO) constitutes one of the greatest threats to public and citizen security in Latin America and Colombia. In order to address the challenges this phenomenon generates in the current context of peacebuilding in Colombia, the Faculty of Political Science, Government and International Relations (FCPGRI) of the University of Rosario and InSight Crime have joined forces to found the Colombian Organized Crime Observatory, whose work has been planned around three dimensions: a) carrying out fieldwork aimed at monitoring the changing dynamics of CO in Colombia; b) articulating applied research and fieldwork in the generation of content analyzing the main patterns and trends of CO in Colombia and its articulation with other criminal organizations in the region; and c) holding public debate events with international experts in the area of CO, senior representatives of the security sector in Colombia and national and regional decision-makers. It is expected, from the work of the Observatory to contribute to the development and improvement of the indicators of the Sustainable Development Objective number of solid institutions, through the articulation of policy makers of the institutional ecosystem of security in Colombia and the region to build better tools to make more precise and efficient decisions to counteract the effects of CO.
