abstract

  • The present research analyzes the impact of the TransFórmate program, which provides the opportunity to study job training programs, together with access to the Employability Route of the Public Employment Service (SPE), as the main active employment policies offered by the Labour Sector to promote access and permanence in the formal labor market of the young population victimized by the armed conflict. To this purpose, the trajectory in the formal labor market of the young victim beneficiaries of the TransFórmate program and of the Employability Route is compared to the young victims who met the requirements of the program, were pre-registered, but finally were not beneficiaries, and those who met the requirements but did not pre-register or complete the Employability Route. This comparison was made both before and after the training process, using a combined propensity score matching methodology and a differences in differences model. The main results include an increase in the employment rate, salaries and a positive impact on the employability of the victim youth population at the end of their training process, while participation in the SPE Employability Route does not register an additional increase in the employment rate or in salaries to that obtained with the training provided by the TransFórmate Program.
