This research aims to study the relationship between criminal policy and the humanrights during the development of the government to Alvaro Uribe (2002-2010), and itsincidence on Bogota's Modelo prison. In Colombia, under a purely punitive speech, thedeprivation of liberty has become the ultimate goal of the judicial system, which has ledto high rates of overcrowding and collaterally violations of fundamental rights anddignity human of the prison population in Colombia. This research focuses on theanalysis of criminal policy, understood as the study of the set of measures used bygovernment bodies to deal with crime affecting a State. In this sense, the aim is to showhow the criminal policy has focused on punishment rather than prevention and / orrehabilitation.
