The work presented below is part of the line of study applied, and intends to show, through the analysis of the implementation and operation of a real project, the form as a public policy regarding the modernization and formalization of the urban public transport industry, modifing the way in which he provided this essential public service and the consequences that in terms of quality of the same affected the general public and in economic matters to a group of private companies, called concessionaires, which are responsible for providing the service.
