For countries emerging from conflict, balancing the compromises of peace settlements with the pursuit of justice and reconciliation is a significant challenge. Actually, processes of justice and reconciliation are influenced by numerous factors including the impact of the conflict, resources available, the degree of political will, institutional capacity and legal norms. In this context, transitional justice, reparations and institutional reform, cooperation with international community and the search of a sustainable peace are important items.This monography focuses on the dilemma between the right of the victims to justice and the right to live in peace in a democratic regime based on the process that leads the Government with paramilitary groups.
