The paper shows how from basic principles of information technology and telecommunications ICT and the legislative development in Colombia, in particular, Law 527 of 1999, it is possible to facilitatethe relationship between public administration and citizens, throughadministrative proceedings by electronic means, thus developing the principles of public policy contained in the Constitution and Law 489 of 1998, making it not only more agile and easy to access, but creating transparency in state governance. It also presents a comparison between the traditional administrative procedure andelectronics, as well as the practical application of it to a specific procedure for a public entity. It ends with an analysis of the contribution that the subject made the 1437 Act of 2011, making itimperative in public administration at all levels.
