- El control fiscal es una herramienta esencial para la lucha contra la corrupción y la mejora de las entidades públicas mediante auditorías técnicas y de calidad. Por ello, la adecuada elección del contralor general de la República es fundamental para garantizar la objetividad y calidad del control fiscal del Estado. En Colombia, desde que fue creada la Contraloría en 1923, se criticó la influencia política y la amistad en la elección de los contralores, así como su falta de idoneidad. En este sentido, buena parte de las deficiencias del control fiscal en Colombia se deben a la falta de reglas objetivas en la elección del contralor general y la indebida influencia política que el Congreso. La elección para Contralor General 2022-2026 tuvo tantas irregularidades, que obligó al Consejo de Estado el pasado mes de mayo de 2023, a anular la elección del contralor y ordenar al Congreso de la República a rehacer todo el proceso. El presente artículo busca analizar las dificultades de la elección del contralor general en Colombia.
- Fiscal control is an essential tool for the fight against corruption and the improvement of public entities through technical and quality audits. Therefore, the proper election of the comptroller general of the Republic is fundamental to guarantee the objectivity and quality of the fiscal control of the State. In Colombia, since the Comptroller’s Office was created in 1923, the political influence and friendship in the election of the comptrollers have been criticized, as well as their lack of suitability. In this sense, a good part of the de-ficiencies of fiscal control in Colombia are due to the lack of objective rules in the election of the comptroller general and the undue political influence that Congress has. The election for Comptroller General 2022-2026 had so many irregulari-ties that it forced the Council of State last May 2023 to annul the election of the comptroller and order the Congress of the Republic to redo the entire process. This article seeks to analyze the difficulties of the election of the comptroller general in Colombia.
