  • The present text concludes that the objectives initially set out by the IMF in its stabilization plans for Southeast Asia did not include any concern for human development. On the contrary, they concentrated on aggressively liberalizing the financial system, and on reducing at all costs State expenditures considered inefficient through a restrictive fiscal policy. This, in addition to generating a collapse in the banking system, produced an evident decline in the prioritization of local government social policy. In Indonesia, Malaysia, and Thailand, for example, indicators of education, health, and social coverage declined sharply compared with the pre-crisis years.
