  • Objective: To analyze the evidence on the social and economic conditions that influence the training, retention, turnover and migration of nursing professionals to establish public policy recommendations for Colombia. Introduction: Nursing professionals are essential in health systems, however, low- and middle-income countries have, according to the WHO, a deficit of more than 5.9 million. In Colombia, this deficit is critical, being the second country in the Organization for Economic Cooperation and Development - OECD with fewer nurses per 1,000 inhabitants. To improve equity in health and universal coverage, it is key to strengthen the training and retention of nurses considering related economic and social factors. Methodology: Scoping review based on guidelines from the Joanna Briggs Institute-JBI methodological manual. The sources were selected after a complete reading and quality assessment using the JBI quality checklists. The information was organized and summarized using a content analysis of the relevant findings to construct final themes that responded to the objective. Documents published by governmental and non-governmental agencies and research of any design and approach that responded to the objective set between March 2019 and 2024, in Spanish or English, on the relationship between training, retention, turnover and migration of nurses and socioeconomic conditions or public policies were analyzed. Duplicates, unfinished protocols and articles that did not refer to professional nurses were excluded. Results: 51 sources were included, including 29 articles with 6,451 participants. The influence of gender stereotypes, lack of educational resources and economic barriers affected access to professional training. Retention and turnover are related to factors of work overload, salary dissatisfaction and work environment. The concentration of personnel in urban areas is highlighted, proposing policies for a better distribution. Finally, migration from developing to developed countries is analyzed, exploring its causes and effects and the need for policies that promote ethical and sustainable migration. Conclusions: Although policies in Colombia incorporate different aspects that affect the availability of nursing professionals, aspects identified in the review are not included in them, the importance of addressing these issues in a comprehensive manner to improve the efficiency and sustainability of the nursing workforce at the national level is highlighted.
