Actualización del índice de capacidad institucional para el seguimiento e implementación de las políticas públicas de niños, niñas y adolescentes, de acuerdo con la dinámica de las direcciones regionales

The territorial management of public policies refers to the interaction of actors and processes at the departmental and national level, in order to maximize the use of physical, human, budgetary resources, among others, available to meet the needs of a given population. . In Colombia, in accordance with the provisions of article 2 of the Political Constitution, local governments are co-responsible, together with the national government, for providing solutions to the needs of the population. They do this through a process of planning, execution and monitoring of public policies aimed at solving problems and needs of the population, making use of available economic and human resources (DNP, 2007). This is how the need to have diagnostic tools and characterization of territorial public management that make it possible to demonstrate the difficulties, challenges and strengths faced by local governments is identified, with the purpose that these help guide them to improve their management capacity and execution. These types of tools become more relevant in the framework of public policies aimed at caring for vulnerable populations. Particularly, with regard to the policy for childhood, infancy and adolescence, this is in line with the objectives set out in the National Development Plan 2018-2022: Pact for Colombia, Pact for Equity; particularly in objective 1 ... optimize the institutional design that facilitates national coordination and strengthens territorial responsibilities regarding the guarantee of the rights of children and adolescents.... In line with the above, in 2020 the Colombian Institute for Family Welfare carried out the first formulation of the Institutional Capacities Index for public policies aimed at early childhood, adolescence and family (ICI, hereinafter) within the framework of an agreement with the Organization of Ibero-American States (OEI) and the Administrative Department of the Presidency of the Republic (DAPRE). In 2022, this entity articulates with the Faculty of Economics of the Universidad del Rosario to update the ICI calculation methodology with the consulting team of the Capstone program of the Master's in Economics of Public Policies. In order to continue the analysis of the methodology proposed within the framework of the ICI 2020 and with the aim of guiding the management of territorial entities, given their capacities, this document presents a new methodological framework for calculating the ICI that will allow characterizing the territorial management of public policy around childhood, infancy and adolescence; Starting from the initial proposal of the ICI 2020 and adjusting to the new measurement, traceability and territorialization needs, focused on the second specific objective of the consultancy, namely: to present the 06 preliminary results obtained from the updated ICI calculation compared to the results obtained from the 2020 ICI, taking into account territorial differences. This document is made up of seven sections. The first presents the background and justification of the research. The second section presents the general and specific objectives of the consultancy; the third section presents the conceptual framework; the fourth section presents the criteria of the new methodological update; the fifth section contains the methodology used to determine the composition of the new ICI and the results; the sixth section presents methodological and public policy recommendations; the seventh and last section presents the conclusions. At the end, the methodological annexes are presented.
