The monograph seeks to analyze the conditions that determine Algeria and Morocco as a Safe Havens for Al-Qaeda terrorism operations, examining the domestic dimensions of ungovernability of both states, conduciveness conditions for the consolidation of the safe havens and the implications that represents for international security due to the increase in influence and impact that provides the safe havens to Al-Qaeda globally.
